Inspection Authority and Responsibilities A.
Direct Inspection Authority (1)
Vice President, P.aae Maintenance (a)
Provides and administers all functions required for the maintenance and repair of airplanes, engines, and cem-ponents, and the modification of aircraft.
Cooperates closely with other company elements in connection with technical matters, operation of the Maintenance liase, aircraft scheduling and routing, and the negotiation and application of Union contracts.
(2)
Director of Maintenance (a)
Feports to Vice President, !!ase Maintenance.
(b)
Is responsible for establishing and directing all inspec-tion, inspection methods and inspection processes necess-ary to assure that overhauls, repairs and modifications accomplished by the Smyrna Maintenance Base are perfermed in accordance with proper standards of airworthinese and integrity and as prescribed by specifications and reguia-tions incorporated in the FA\\ approved Capitol International Airways Maintenance Plan.
(c) Administratively directly inspects aircraft and designed aircraf t components and ar.semblies; and which inspects manu-factured and purchased material, gauging, tooling and test equipment; and which determines that maintenance specifica-tions are properly applied, maintenance records are prop-erly maintained and maintenance procedures are complied with.
(d)
In those areas of the Maintenance Ease where the inspection f unction is delegated, determines that proper methods of in-spection and inspection reliability necessary for adhe ence to the Capitol International Airways FA\\ approved maintenance plan and proper standards of airworthiness and integrity are employed.
Administratively directs a program of sampling inspection to assure that this responsibility is discharged.
(e)
Maintains 1 f aison with Engineering Department and Line Main-tenance organizations are necessary to discharge the above responsibilities and to assist those organizations in the maintenance of aircraft operated by the Company.
(f)
Directs the Inspection Program of surveillance and nampling inspection to assure production conformity in all areas in which the innpection function is delegated.
Audits engineer-ing specifications and standards to determine applicability to shop operations. Verifies that adequate inspectica proced-ures and techniques are specified and applied to fulfill PAA -
and Company requirements.
Coordinates the resolution of inter-department / shop quality problems.

Conducts the inspection program specified for all airplanes overhauled, repaired, or modified, and for the inctallation and testing of airplane components and systems.
(3)
Chief Inspector - Inspection 6 Quality Control (a)
Directs the organization, preparation and processing of wrk documents and procedures which assure the proper inspection of all airframes, engines and com-ponents inspected by aircraft inspectors.
(b) Directs the review of all work documents prepared by other shops whose wrk is in spected by aircraf t inspec-tors to verify if content meets specific requirements.
(c) Administrates and coordinates the training program to qualify, upgrade and maintain inspection proficiency for all maintenance Inse aircraf t inspectors.
(d)
Conducts the inspection program specified for desig-nated parts and materials overhauled, repaired, modi-fled, manuf actured, and purchased.
Provides a non-destructive testing and metrology service for the Base.
(c)
Inspection technicians shall be assigned to monitor and audit the Base Maintenance quality program, and to co-ordinate the resolution of inter-shop and inter-depart-ment quality pro blems.
(4) Foreman - Line (a) Maintains direct eurveillance over all ins;iection wrk performed by the aircraf t inspectors.
( b)
Makes the daily work assignments of all inspectors of aircraft, powtr plant assemblies, parts, su b-a ssemb l ie s and non-destructive testing.
(c)
Mr. Edward Sparks will serve as Radiation Saf ety Of ficer to enforce all requirements of the Company and Covern-mental rules and regulations for safe handling of radia-tion sources.
(5) Aircraft Inspector (a)
Aircraft Inspectors shall be assigned to the work of over-all inspection of aircraft and completed Powr Plant a s semblie s in connection with maintenance, repair s, alter-ation and overhaul, and may also inspect, approve or re-ject materials, parts and sub-assemblies.
(b)
Inspectors preperly trained and approved shall perform all radiography and other non-destructive testing.
(c)
Inspectors, when required, shall sign the inspection forms, overhaul record s and log books as certification of the serviceability of the aircraft.
