Attached (attachment 2) are twenty-five copies of Revision 5 to APL-TOP-1A as requested and addressed by the referenced letters. AP&L response 9 the staff positions forwarded by reference 1 has been incorporated within each affected page identified by reference 1.

The TOPICAL has not been modified with regard to staff position 421.58 (reference 1). Our position regarding 421.58 is attached (attachmert 1). Additional infonnation regarding 421.60 is also included in attach-ment 1.

As discussed with Mr. J. Conway of your staff on 5/31/79, AP&L is strong-ly considering the renumbering and title changes of Quality Program procedures used by plant personnel at ANO. If we conclude that renum-bering and procedure title changes are necessary, these editorial changes will be identified in a future revision of the Topical. Al so ,

ATTACHMENT 1 NRC STAFF POSITION # RESPONSE ,

421.58 We consider it to be canpletely unreasonable and un-necessary to test grout material on a daily basis. Grout should only be tested by lot when delivered to the jobsite.

Quite often there is minimal quantity of grout and work involved on a given day, considerably less than the testing itself. Accordingly, our position statement renains the same. The following is additional justifi-cation for our position.

Prepackaged, non-shrink grout is tested in accordance with the ANSI referenced standards on a per-lot basis.

Proper proportioning and workmanship during placement of non-shrink grout is verified by in-process monitoring in accordance with vendor's instructions. General use grouts are identical to the various strength, classifi-cation concrete mixes except for the lack of coarse aggregate. The concrete strength testing program is adequate assurance that grout of the same proportions are satisfactory. This method of testing grout is currently being used at Midland, Limerick, Susquehanna, and Hope Creek. NRC I & E have audited the testing program and are satisfied.

421.60 In tables A and B of ANSI N45.2.5, it is stated that

" physical properties of reinforcing steel shall be "per ASTM A615". However, " physical" properties are distinct from " mechanical" properties. The physical properties generally include melting point, specific heat, thennal conductivity, etc., and are not specific in ASTM A615.

Therefore, the ANSI statement " physical properties per ASTM A615 is inappropriate. Practices for the test requirements for the mechanical properties, such as, tensile and bending properties are as described in the po sition.
