SUBJECT:
AMENDMENT TO BROOKHAVEN NATIONAL LABORATORY MARK I TECHNICAL ASSISTANCE PROGRAM As a result of our mid-year review of the Mark I technical assistance contract with the Brookhaven National Laboratory (BNL), it has become apparent that additional funding will be necessary for BNL to complete the Mark I work scope.
The task of performing this work scope is greater than we had originally anticipated and will require additional funding for BNL to complete. To accomodate this effort BNL has used more outside consultant time and DSS (Mark II and III) technical assistance personnel.
In order to complete the DSS work scope, BNL is planning to hire additional personnel.
In addition, BNL has experienced a higher overhead cost due to the large number of meetings with the Mark I Owners Group.
Accordingly, I have prepared the attached program revision letter to the 00E Chicago Operations Office requesting a funding increase of $60,000 for BNL contract A3108. One-half of this funding will cover the cost overrun and the other half is the balance of funding for Mark I safety-relief valve discharge technical assistance under DSS Task A-39.
The Task A-39 funds were e.ommitted by R. Mattson in his November 13, 1978 memorandum.
The revised program letter also modifies the review schedule for the Mark I technical assistance program. To date, BNL has strived to maintain the review schedule despite the increasing delays in the submittal of reports (7 reports remain outstanding at this time) and the increasing complexities of a number of issues (e.g., 3D effects).
Therefore, it has become obvious that the generic Mark I review cannot be completed by the end of May.
BNL has been verbally instructed to complete as much of the review as possible by mid-May and develop draf t recomended positions. A fomal revision to the Task A-7 review schedule is currently being prepared.
