PROVISIONAL OPERATING LICENSE NO. DPR-45 IE BULLETIN NO. 79 USE OF ASME SA-312 TYPE 304 STAINLESS STEEL AT LACBWR FACILITY

Dear Mr. Keppler:

This is in response to your letter (Reference 1) which contained IE Bulletin No. 79-03 requesting information regarding the use of ASME SA-312 Type 304 stainless steel piping at our facility.

The bulletin reported the discovery of defects in longitudinal welds in Class 2 pipe supplied by Youngstown Welding and Engineering Company of Youngstown, Ohio and requested that Dairyland Power Cooper-ative determine if such piping is in use or planned to be used at our facility.

Our plant piping was supplied in accordance with the design specifi-cations of Allis-Chalmers Spec. No.41-585 and Sargent and Lundy No. W-1789 which specify seamless A-376 for pressure systems above 150 lb. Class.

Seamless A-312 Type TP-304 pipe is also specified for systems up to 150 lb. Class.

It has further been determined by a review of our records that pipe manufactured by Youngstown Welding and Engineering Company is not in use nor is it planned for use in safety-related systems at the La Crosse Boiling Water Reactor facility.

In addition, welded seam 304-SS pipe is not planned to be used for Class I or Class II pipe at this facility.
