Thank you for your letter of March 22, 1979, concerning the misunderstanding that arose from statements on the use of the PIPESTRESS code in the March 16, 1979, Weekly Information Report.
The staff is on record stating that an error was made in the previous use of the PIPESTRESS code.
Enclosed, for example, is a copy of the Order to Show Cause that was sent to Duquesne Light Company (Beaver Valley No. 1) on March 13, 1979, as it appeared in the Federal Register on March 19, 1979.
The March 16, 1979, Weekly Information Report, did not I
provide details of the PIPESTRESS code error and thus did not ensure that readers would understand the staff's position; i.e., that an error was made by Stone and Webster in their use of the PIPESTRESS code, and that the error basically involved an incorrect statement of loads.
In the future, the NRC's staff will make greater efforts to be more accurate in the weekly information reports in order to ensure that the misunderstanding that arose from the March 16, 1979, Weekly Information Report, does not recur.
