Dear Mr. McCorkle:

FRO License Condition 9.3.48 requires that six specific types of SNM be placed in a vault meeting the requirements of 10 CFR 73.2 (n) whenever the process material access area is un-occupied.

Alternatively, the licensee may provide a guard or two arms-trained individuals in addition to the complement re-quired by FRO License Condition 9.3.47 (which mandates a mini-mum of five armed guards).

In the past, we have elected the option of additional guard-power rather than the relatively expensive vault upgrading.

Recent developments have led to reconsideration of the vault upgrade program.

Accordingly, we are presently planning the upgrade of our vault-like rooms to meet the specifications of 10 CFR 73.2 (n).

Once our vault meets these specifications, it is our intention to eliminate one guard per shift consistent with the alternative included as part of License Condition 9.3.48 and to revert to the required minimum complement of five arms-trained individuals during operation and six otherwise.

In addition to being, effectively, an "already licensed option",

4 this action will not decrease our level of security.

In fact, considering the many improvements that have been made (and re-ported to NRC) since the date of the license conditions, we fully believe that the resulting security system offers protec-tion above and beyond the requirement.

We expect to implement the vault change no later than July 30, 1979.
