VRAIN NUCLEAR POdER STATION "otice of Meeting h e ACRS Subcommittee on the Ft. St. Vrain Nucler Power Station will hold a meeting on March 15, 1979 at the site, near Longmont, CO.

'Ih a purpose of this meeting is to review operating experience, refueling operations, and proposed modifications regarding this station. Notice of this meeting appears elsewhere in this issue.

In accordance with the procedures outlined in the Federal Register on October 4, 1978, (43 FR 45926), oral or written statements may be presented by members of the public, recordings will be permitted only during those portions of the meeting when a transcript is being kept, and questions may be asked only by members of the Gubcommittee, its consultants, and Staff. Persons desiring to make oral statements should notify the Designated Federal Employee as far in advance as practicable so that appropriate arrangements can be made to allow the i.ecessary time during the meeting for such statements.

We agenda for subject meeting shall be as follows:

Thursday, hbrch 15, 1979 8:30 a.m. until the conclusion of business.

We Subcommittee may meet in Executive Session, with any of its consultants who may be present, to explore and exchange their prelimi-nary opinions regarding matters which should be considered during the meeting and to formulate a report and recommendations to the full Com-mittee.

At the conclusion of the Executive Session, the Subcommitts will hear presentations by and hold discussions with representatives of the NRC Staff, the Public Service Company of Colorado, and their consul *. ants, pertinent to this review. W e Subcommittee may then caucus to determine whether the matters identified in the initial session have been adequately covered and whether any aspects need to be reviewed by the full Committee.

In addition, it may be necessary for the Subcommittee to hold one or more closed sessions for the purpose of exploring matters involving proprietary information.

I have determined, in accordance with Sub-section 10(d) of Public Law 92-463, that, should such sessions be required, it is necessary to close these sessions to protect proprietary information (5 U.S.C. 552b(c) (4)).

Further information regarding topics to be discussed, whether the meeting has been cancelled or rescheduled, the Chairman's ruling on requests for the opportunity to present oral statements and the time allotted therefor can be obtained by a prepaid telephone call to the Designated Federal Employee for this meeting, Mr. John C. McKinley, (telephone 202/634-3265) between S:15 a.m.

and 5:00 p.m., EST.

Advisory Committee on Reactor Safeguards (ACRS), concerning the referenced noe ong.

I hereby determine, in accordance with subsection 1C(a) of Puvlic Law 92-463, that discussion of the tentative agenda iteras discussed in that memorandum will involve matters which fall within exemption (4) of 5 U.'.C.

552b(c); that it is essential to close those portions of the meeting to protect confidential proprietary infor-mation; and that '.tny nonexempt material that may be dis-cussed in these closed sessions will be inextricably inter-twined with the ciscussion of exempt material and no further separation is cor sidered practical.
