5908/B( )F contains provisions for shipping U233 in DOT-6M shipping containers. The Gattis Atomic Power Labcratory. DOE, is a registered user of this certificate and has been utilizing it to ship L!-lBR fuel fabrication wastes.

Bettis has identified the following concerns with the existing Certificate of Compliance:

The shipment of U233 mixtures is limited to UO -Th0p with a nominal 2

U232 contamination of 10 ppm.

Specifying a limit on the U232 con-tamination and the type of U233 mixtures shipped are not necessary for nuclear safety and, therefore, should not be included in the certificate.

The safety analysis for shipping U233 (Ub2 i.e., Bettis letter WAPD-RS(CC)-620 dated May 8,1973 (attached as enclosure 1), was performed solely for 55 gallon 6M drums.

Since the certificate limits the maximum fissile content, larger 6M drums with this same loading will be less reactive and therefore acceptable for shipment.

fio such argument is readily available for smaller drums; therefore, the certificate should specify a minimum drum size.

On the basis of the above, f4RC is requested to revise certificate of compliance USA /5908/B( )F as follows:

1.

Change paragraph 5(b)(1)(ii) to read "UO2 or UO2 mixtures in the form of powder or compact pellets."
