Favorable Executive Branch views on this application were received by the flRC on January 19. '979.

The staff has completed its review of this case and on Fcbn y 27 forwarded a recommendation to the Commission that the exp et be approved.

Final !!RC licensing action has been delayed because of the need for the Commission to clarify certain issues concerning how the fiNPA critoria are satisfied with respect to exports to Japan.

Infor-mation on this matter is still being collected and analyzed.

Please be assured that the staff will act expeditiously on your license application upon resolution of these issues.
