Dear Mr. Neel:
We have received the letter of March 8,1979 from your attorney, Mr. Conner, notifying us that the Nuclear Engineering Company, Inc.
(NECO) had tenninated the Sheffield, Illinois, part of Licmse No. 13-10042-01 effective 10:01 a.m. EST on the same date. Your letter was the first indication of your intent to abandon your Sheffield, Illinois low-level waste disposal site.
License No. 13-10042-01 was issued by the Atomic Energy Commission (whose licensing and related regulatory authority devolved upon the Nuclear Regulatory Commission (NRC) pursuant to the Energy Reorganization Act of 1975) and can only be terminated by the NRC; no part of the license may be terminated unilaterally by you.

W Mr. James N. Neel March 9, 1979 NRC inspectors are investigating the situation at the site to determine whether NECO is in violation of its existing license and/or the Atomic Energy Act.
Until the matter is resolved, you are hereby directed to take all necessary action to assure that the health and safety of the public are adequately protected at the site.
