UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NCS. 50-254 AND 50-265 COMMONWEALTH EDISON COMPANY AND IOWA-ILLIN0IS GAS AND ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Comission ('he Comission) has issued Amendment Nos. 51 and 48 to Facility Operating L* censes Nos. DPR-29 and DPR-30, issued to Comonwealth Edison Company and Iowa-Illinois Gas and Electric Company, which revised the license for operation of the Quad-Cities Nuclear Power Station, Units Nos.1 and 2.

The amendment becomes effective on February 23, 1979.

The amendments add a license condition to include the Comission-approved physical security plan as part of the licenses.

The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of the amendments was not required since the amendments do not involve a significant hazards consideration.

The Commission has determined that the issuance of the amendments will not result in~ any significant environmental impact ard that pursuant to 10 CFR Section 51.5(d)(4), an environmental impact str.tement or 7903260/S8

7590-01 negative declaration and environmental impact appraisal neid not be prepared in connection with. issuance of these amendments.

The-licensee's filings dated November 18,1977, May 19, 27 and July 28,1978, and the Commission's Security Plan Evaluati:n Report are being withheld from public disclosure pursuant to 10 CFR 2.790(d).

The

. withheld information is subject to disclosure in accordance with the provisions of 10 CFR Section 9.12.
