Dear Mr. Chairman:

Section 14 (b) of P.L.95-601 (Nov. 6, 1979) directs the Comission to prepare a report on the means for improving the opportunities for State participation in the process for siting, licensing, and developing nuclear waste stora~ge or disposal facilities and to submit its report together with recomendations to the Congress by March 1.

The Commission has just received the staff paper including th_e draft report and has not yet had an opportunity to review its contents.

We anticipate that this can be done and a firal report forwarded to the Congress within the next few weeks.
