Dear Mr. Chairman:

Section 14 (b) of P.L. 95-501 (Nov. 6,1979) directs the Commission to prepare a report on the means for improving the opportunities for State participation in the process for siting, licensing, and developing nuclear waste storage or disposal facilities and to submit its report together with recommendations to the Congress by March 1. The Comission has just received the staff paper including the draft report and has not yet had an opportunity to review its contents.
