Dear Mr. Heishman:

NRC Entrance to Fermi 2 Eite During Off Hours During a recent NRC inspection, we were notified that at times it might oe necessary for NRC inspectors to have access to the Fermi 2 Construction Site during hours other than the day shift. In order to provide this access and at the same time maintain the required security, we are pro-posing the following plan.

1. The existing method of access will be used between 0800 and 1630 on normal workdays. This method provides for checking of the inspectors' identification with visitor badging and sign-in.

Inspectors will be escorted on site by Edison Quality Assurance personnel.

2. The NRC should supply Detroit Edison with a list of the NRC inspectors who might require access to the Fermi 2 site between 1630 and 0100 during normal workdays and during all hours on holidays and weekends.

Site access would be granted by verifying the name of each individual on the access list and by checking each individual's credentials.

Should there be any question about an individual's credentials or if his name does not appear on the access list, access will be delayed until verification can be made with the NRC.

3. NRC inspectors arri ing at the site between 1630 and 0100 will be provided access to the site per Item 2. They will be escorted on site by Quality Assurance, Quality Control or knowledgeable con-struction personnel. If the second shift is discontinued, then the action will be as per Item 4.
4. NRC inspectors arriving at the site between 0100 and 0800 and on weekends or holidays will be provided access to the site per Item 2 with the following condition. The inspectors will be held at the gate until a suitable escort can be called to the site. It is anticipated that under normal conditions this time would not exceed 45 minutes.
