SUMMARY

Inspection on February 5, 1979 Area Inspected This announced inspection consisted of a review of plant operations and circumstances surrounding the theft of 60 kilograms of low enriched uranium with NRC and GE management participating.

Results In the area reviewed, no apparent items of noncompliance or deviations were identified.

Von Herrmann, Manager, Fuel Process Technology E. A. Lees, Manager, Quality Assurance All persons contacted participated in the meeting with NRC management.

Meeting Summary The meeting provided NRC management with first hand information related to the circumstances surrounding the theft of 60 kilograms of material from the plant.

The licensee discussed his safeguards system and outlined improvements in his industrial security program. Also discussed, was the flow of information to the NRC and how it was managed during the investigation.

General Electric management expressed satisfaction at the NRC's choice of two knowledgeable Section Chiefs as onsite repre-sentatives.

At the conclusion of the meeting NRC personnel were given a facility tour. The plant manager highlighted the areas connected with the diversion of material and those corrective measures taken to prevent recurrence.
