SUMMARY
OF MEETING HELD ON JANUARY 12, 1979 A meeting was held on January 12, 1979 in Bethesda, Maryland at the request of.PASf4Y to discuss the tentative conclusions of the Staff's environmental review. These tentative conclusions had been conveyed to PASNY and the other parties to this proceeding in advance of the issuance of the Final Environmental Statement (FES). A list of persons who attended the meeting is attached.
The principal purpose of the meeting was to discuss with the Staff PASNY's view of the Lehigh Cement matter. PASNY had earlier submitted to the Staff its " Assessment of Claims by Lehigh Portland Cement Company Regarding the Construction of the Greene County Nuclear Power Plant", dated December 28, 1978.
The following items from the Assessment were discussed:
1.
Whether or not any Lehigh closing could be attributable to the siting of the GCNPP at Cementon.

2.
PASNY's assertion that Lehigh would be cutting down on the rumber of employees as a result of modernization, irrespective of whether GCNPP were sited at Cementon.
3.
PASNY's in-lieu-of-tax payments would increase as the tax rate increased.
4.
Under New York law, PASNY could be ordered to compensate Lehigh for its entire property in Cementon if it could demonstrated that the taking of the land required for GCNPP would result in an effective taking of the whole property.
5.
PASNY asserted that displaced Lehigh workers might find employment with other ce:nent companies in the area.
There was also - discussion regarding the Staff's assumptions as to the sequencing of new NYPP plants.

. PAStlY discussed some of the disadvantages of the Athens sites. The areas mentioned were as follows:
1.
Testimony by Mr. Smolinsky in the Arthur Kill proceeding which was not favorable to the Athens site (the alternate site in that proceeding). PASNY indicated that the Cementon site was not discussed in this testimony.
2.
The cooling tower base would be at an elevation of approximately 160 ft at Athens while only 30 feet at Cencnten.
3.
The cooling towers at Athens site would be more visible from North Lake State Park.
4.
Portions of the town of Athens are in the process of designation as an historic area.
5.
There is an archeological study area proposed at the Athens site.
6.
The DEC. believes that the shcrtnose sturgeon spawning area may be
.in the vicinity of the intake structure at Athens. However, the intake structure could be changed so as not to interfere with the shortnose sturgeon.
PASNY indicated that it was flexible on the methods of transporting workers to and frca the GCNPP.
PASNY was advised that the Staff had looked at other kinds of cooling towers and as of that time the Staff had not found sufficient mitigation because the plume frequency is too great.
