50-260 50-296 By letter from B. K. Grimes to All Boiling Wcter Reactor Licensees dated July 11, 1978, TVA was requested to submit proposed technical specifica-tions for Browns Ferry Nuclear Plant (BtNP) which would incorporate the requirements of 10 CFR Part 50 Appendix I.
This letter requested that these specifications be submitted by January 11, 1979.

K. Grimes to All Boiling Water Reactor Licensees dated November 15, 1978, the date for submittal of the Browns Ferry technical specifications was changed to March 15, 1979. As a result of several problems encountered in the preparation of the specifications we find that we are unable to comply with the requested submittal date and, therefore, request that TVA be allowed an extension of time.
The problems which have necessitated this request are explained in the following paragraph.
In order to comply with NRC's requirement to have the Appendix I technical specifications approved before fuel load at Sequoyah Nuclear Plant (SNP) and because of our desire to not impact the planned fuel load date, TVA has had to assign development of the specifications for Sequoyah priority over those for Browns Ferry. Unforeseen problems in the development of the Offsite Dose Calculation Manual (ODCM) and changes in the methodology have resulted in delays in developme7t of the SNP ODCM.
Because Browns Ferry is an operating reactor and of a type dif ferent from Sequoyah, we anticipate some additional delays in dev<ioping the BFNP OD M.
In addition, after development of the specifications and supporting ODCM more time is required for review by the browns Ferry Nuclear Plant operational review group.
TVA requests that the time allowed for development of proposed radiological ef f' nent technical specifications and supporting ODCM for Browns Ferry be extr Jed until July 1, 1979.
