The Georgia Power Company offers the following information in response to your letter dated December 29, 1978, describing an apparent noncompliance with NRC requirements noted during your December 11 - 15, 1978, inspection of the Hatch Nuclear Plant.

After the resignation of a reactor engineer, Plant management assigned an individual who lacked five months satisfying the experience requirement of paragraph 6.3.8 of the Technical Specifications. Plant management considered this action to be in compliance with NRC guidelines because the assigned indi-vidual would be working under the direct supervision of a qualified reactor engineer.

However, after the inspector's review of the Technical Specifications and the qualifications of the assigned individual, he ruled that Plant management's interpretantion was incorrect and not in compliance with the guidelines.

In that the assigned individual met the Technical Specifications require-the time of the inspection, no further action is considered necessary.
