Change in Requalification Program
Dear Mr. Collins:

This letter is to formally request a change to the Fort St. Vrain Requalifi-cation program, as previously discussed by Mr. Jerry Holman of your staff, and Mr. Ray Wadas, Fort St. Vrain Training Supervisor. As you know, Fort St. Vrain is scheduled for refueling shutdown for the period of March 1, 1979, through May 20, 1979.
Due to the increased manpower required to perform the work scheduled during the shutdown, we propose to make the following changes to the Requalification program:
1.
Discontinue Requalification classes during the shutdown.
2.
Increase the time allotted for the 5th rotation of Requalifi-cation training from the scheduled time of 2 days to 4 days.
This is to provide sufficient class time for the scheduled lectures of this rotation and to complete the review in class during this requalification of all Emergency Procedures, Tech-nical Specifications, and Abnormal Operating Procedures.
Further, this will allow time for individual study in prepara-tion for the annual Requalification examination.
3.
Change the scheduled time for Requalification exaaination to February 26, 1979, through March 9, 1979.
4.
Resume normal Requalification training schedule in September of 1979.
We wish to emphasize that this is a temporary change to the Requalification progrA-It is our intention to conduct the Requalification examination for 1980 at its normal time in the month of May.

6 January 30, 1979 Mr. Paul F. Collins Page two This request for an amendment to the approved Requalification program is not being accompanied by an amendment fee as required by 10 CFR 170.12(c).
In as much as this change is for a single incident, and that the proposed change will not decrease the program effectiveness, it appears that no fee is re-quired by the rule referred to above.
If this is inconsistent with your interpretation of the fee payment rule, please notify this office immediately.
Since the work associated with refueling is scheduled to commence very soon, we would appreciate a prompt reply to this letter.
