Dear Mr. President:

I am pleased to submit the Nuclear Regulatory Commission's (NRC's) report on contracts per Section 11, Public Law 95-601, NRC's 1979 Authorization Act. To the degree that it was feasible, data provided for Inter-agency Task Orders and for Commercial Contracts are comparable. However, because of the way that our data system is currently organized, FY 1978 activity only is shown for Interagency Task Orders with the Department of Energy (DOE). identifies the number of commercial contracts that each line office, Program Technical Support (PTS) and Program Direction and Administration (PDA) had in force during FY 1978 and the total funds they have obligated subdivided into the type of contractual actions, i.e., sole source, RFP competitive, and sea 1od bid. contains the number of DOE Task Order contracts and_ total.nhligations excluding DOF. by program office, ETS, and PDA in force during FY 1978. contains the number of interagency agreements and total obligations excluding DOE by program office, PTS, and PDA in force during FY 1978. aggregates the number of contracts and total obligation by budget elements. Attachments 5 and 6 list for commercial and Intv agency Task Order contracts all contracts in force during FY t978 that have had a change in obligations or a schedule slippage. Sincerely,. Jos,h M.
