) hbUIhi i.iT ClPPSS Nuclear Project No. 2) ) FOR FILI.iG OF LOCUmTS Petitioners Creg Darby and Susan Garrett, on their own behalf and on behalf of the Hanford Conversion Project, request a wai-ver by this Board of that part of 10 CFR 2.708(b) which resuires double-spacing of filed documents, for the following reasons:

1. Double-spacing doubles our duplicatirg costs. 7.e do not have access to in-house xerox machines, and must pay commer-cial fees, the cumulative effects of which are substantial.

Reproduction costs for filings, even at this early stage, have been over 350.00, involving over 800 pages.

2. Double-spacing doubles our mailing costs. The mailire list now includes at minimum eight parties.
3. Double-spacing doubles the bulk of filings.
4. Funds spent now on copying and mailing are unavaila' ole at time of hearing to pay witness and subpoena expenses, ..hich will be substantial for us, since Richland is in a relatively remote area of the Northwest. A lack of funds at that time may possibly deny the Bocrd information important to its determina-tions.
5. Intervenors assure the Eocrd that the primary o'cj ective of legibility will be met at all times.

Petitioners will construe lack of affirmative res,conse to this request as assent.
