The Commission asks that the staff continue its discussions

{

'with other Federal agencies concerning a joint fact-finding 3

proceeding on the general subject of occupational radiation

.i exposure.

The Commission believes the concept of a two-i state process--joint fact-finding on radiation risks followed by separate agency implementing proceedings--has merit and should be pursued.

The Commission has expressed willingness j

to initiate discussion with the Administrator, EPA if that j

3 will facilitate progress.

Additionally, the Commission believes that the staff should widen the range of agencies involved in the discussions concerning a joint Federal proceeding to include agencies, such as those involved in the interagency study on the effects of low-level radiation, which could contribute by virtue of their general subject matter expertise to the record of a fact-finding hearing.
