Dear Mr. Kenna:
I have reviewed the referenced inspection report, the report sunmary, and your transmittal letter of December 21, 1978.
I find that the letter and inspection summary contain no infornation that I consider proprietary and concur that they may be placed in the NRC's Public Document Room.
However, I feel that the inspection report contains information exempted from disclosure pursuant to 10 CFR 2.790(d)(1) and, therefore, should not be placed in the i ublic Docuraent Room.
