This refers to the inspection conducted by Mr. W. L. Axelson of this office on November 1-3, 1978, of activities at the Ford Nuclear Reactor authorized by NRC Operating License No. R-28 and to the discussion of our findings with Mr. R. Burn of your staff and Mr. A.

Solari of the University's Radiation Control Services.

The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.

No items of noncompliance with NRC requirements were identified during the course of this inspection.

Based on discussions with Mr. Burn and Mr. Solari, we understand that a quality assurance program to ensure quality control of radiological measurements of plant effluents and environmental samples will be developed and implemented.

Further, we under-stand written procedures will be prepared, reviewed, and approved for activities involved in implementing the environmental monitoring program, including sample collection, preparation and analysis.
