NATURAL RESOURCES bEFENSE COUNCIL REQUEST FOR LEAVE TO FILE A REPLY The responses filed by the NRC Staff and the Applicant to our request for directed certification included a copy of a letter from the Administrator of EPA to OPS relevant to our request. We had never seen the letter and apparently no copy of it had ever been served upon us. We would like an opportunity to reply to the Staff's and Applicant's allegations regarding the interpretation of that letter.
Attached herewith is our brief statement in reply which we request that the Board accept.
