SAR Revision No. 17, License R-37/ Docket 50-20 Gentlemen:

Massachusetts Institute of Technology submits herewith Revision No. 17 to its " Safety Analysis Report for the MIT Research Reactor (MITR-II)," Report No. MITNE-115 (October 22, 1970).

The revision involves the Requalification Program for Licensed Personnel, which is Appendix 13C of the SAR. Proposed changes to the Program were submitted to NRC in the form of changes to Section 1.16 of the MITR Procedure Manual, and they were approved by NRC in its letter of May 19 1978 to MIT. The purpose of this lett is to submit new pages revising the SAR so as to incorporate the approved changes. The MIT Reactor Safeguards Committee, at its meeting on November 21, 1979 has also approved the changes.

The attached sheet lists the pages to be removed and inserted and also provides a description of each change. Copies of the new pages are enclosed.

SAR REVISION No. 17 Remove Insert Description of Revision 13.C-1 13.C-1 The Superintendent's periodic examinations at the 4/24/74 7/11/78 console (13.C.2b) have been replaced by the systematic observation and evaluation of performance (13.C.2e) and by review of the radiation emergency plan drill by licensed personnel (13.C.2b). Spacing has been somewhat altered for all pages.

13.C-2 13.C-2 A stipuladon has been added that members of the 4/30/74 7/11/78 Senior Review Board exempt from the annual written exam shall not exceed three in number (13.C.3).

Since Senior Reactor Operators are examined in topics H through L, which require a broad knowledge of the facility, the requirement that they also write parts B,D,E and F of Operator exam, which are more limited in scope, has been deleted. (13.C.3).

13.C-3 13.C-3 AEC changed to NRC (13.C.3). Title of Reactor 10/16/75 7/11/78 Director changed to Director of Reactor Operations to reflect previous organizational change involving the reactor (13.C.4).

13.C-4 13.C-4 Head, Department of Nuclear Engineering, changed to 4/24/74 7/11/78 Director of Nuclear Reactor Laboratory, and Reactor Director changed to Director of Reactor Operations to reflect organization change, as above (13.C.4). A stipulation has been added that the requalification required of an individual following suspension from licensed duties must be delineated in writing (13.C.4).

13.C-5 13.C-5 The proficiency level for individual categories of 4/24/74 7/11/78 the annual exam below which a person must be retrained has been changed from 80% to 70% in accordance with NRC Policy (13.C.4) . Along with elimination of the console exam, the requirement for retention of the console exam record (13.C.5-2) is deleted and replaced by a requirement to retain documentation on reviews of abnormal and emergency procedures and of changes to the facility or procedures (13.C.5-5 and 6) .
