UPPSS NUCLEAR PROJECTS NOS.1 & 4 IE BULLETIN 79-14

Dear Mr. Engelken:

We have reviewed the subject IE Bulletin and submit the following in response:

Item 1 of the subject bulletin does not apply due to the fact that the plants are still under constructirn.

Items 2 and 3 require inspection of installed piping systems for pipe run geometry, support type and location, pipe attachments, restraints, etc., to substantiate conformance to the seismic analysis input. At the present time, piping installation on WNP-l/4 has not progressed to the point where meaningful inspections can be made and an appropriate response to 79-14 is not possible at the present stage of construction.

It is certain that some reanalysis work will be required as construction progresses and the final as-built condition may differ from that utilized for seismic analysis. However, our design review process dictates that such differences be evaluated by the Design Engineer to substantiate that the validity of the related seismic analysis is not compromised.
