Application for Amendment to certificate of Compliance No. 9069, Docket 71-9069.
The Westinghouse Electric Corporation hereby submits an application for amendment of Certificate of Compliance No. 9069, Docket 71-9069 in accordance with the attach-ment to this letter.
The previous Festinghouse request for amendment to this Certificate which was transmitted by WRD-LA-010, on December 4, 1979 is to be discarded.
The specific changes to the fuel parameters listed in Table 1 are requested.

The justification for this change was previously transmitted to the NRC by Westinghouse letter WRD-LS&S-191, dated February 11, 1977; however, this change had not heretofore been requested.

Fuel rods shall be closely packed in the fuel rod container on no more than an equivalent metal-to-metal square lattice. Partially loaded fuel rod container shall be fitted with a minimum of three, enually spaced blocks, of which the noncombustible portion of the blocks and the method by which they are secured shall assure that the rods are maintained on no more than an equivalent metal-to-netal square lattice within the fuel rod container.
