s December 10, 1979 Honorable John F. Ahearne Chaiman U. S. Nuclear Regulatory Comission Washington, DC 20555

Subject:

RECOMMENDATIONS OF PRESIDENT'S COMMISSION RE ARDIM ACRS ACTIVITIES

Dear Dr. Ahearne:

In response to Mr. Chilk's letter of November 9, 1979 requesting that the ACRS provide the Comission with its views and analysis of the role of the ACRS as contained in the recommendation of the President's Comission, we have the following coments.

The ACRS agrees that its role should be strengthened. We Committee also agrees that it is important to maintain its independence. De I

Cecmittee believes however that measures taken to strengthen its role should not jeopardize that independence.

Although the Committee agrees with the intent of certain recommenda-tions of the President's Commission which are meant to strengthen its role, it is not ready to endorse these recommendations until it has had the opportunity to study alternatives which might be more appropriate and effective.

Se ACRS will give this matter early attention so that its views can be fonnulated promptly.

Sincerely, Max W. Carbon Chairman 1951 354 8 0 02120 7 'f /
