Dear General Luedecke:
On September 29, lh60, Mr. Willian Finan, Deputy General Pr. nager, came to Ecston to discuss the needs of the Cc==ission fcr an independent re-view group for examini.ig the health and safety.spects of the aerospace nuclear program. Ee indicated that rather the4 constituting a new group it would be preferable to have the Advisory Crittee en Reactor Safe-Euards undertake such reviews if it was vily.ng to do so since cost of the problems e.gpeared to lie within our area of concern.

The ACRS at the request of the Cc._ ission and in discharge of its obli-gation is villing to accept respcnsibility for safety review of the aero-l space nuclear projects. We believe that the Ccrittee can best serve the Cc==ission en this natter if its safety reviews of these projects are l
general ones rather than detailed technical evaluations. Advice vould be furnished primarily in ters of safety policy in regard to the nuclear cc=penents of these systems and the effects of their possible failure on the health and safety of the public.
i If the Cc~ittee is to review the nuclea:- safety aspects of this program it is desirable to schedule an early general prog: as briefing to acquaint the full Co=mittee with the nature and scope of the various projects.
