During the period January 11 and 12,1980, a release was made from the gaseous waste holdup system. At this time, the recorder was not operable as required by LCO 4.8.l(d).

This is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT DESCRIPTION:

At approximately 1750 hours0.0203 days <br />0.486 hours <br />0.00289 weeks <br />6.65875e-4 months <br /> on January 11, 1980, with the reactor in a shutdown condition, a gas waste release was initiated. Contrary to the requirements of LCO 4.8.l(d), recorder RR-93256 was not operable at this time. Three of the four reactor plant exhaust stack monitors indicate on this recorder. The fourth exhaust stack monitor indicates on a sepa-rate recorder, RR-93254, wnich was operable. At some point on the af ter-noon of January 10, 1980, this recorder became inoperable and all points were printing down scale. However, because the recorder appeared to be printing normally at approximately 1645 hours0.019 days <br />0.457 hours <br />0.00272 weeks <br />6.259225e-4 months <br /> on January 11, 1980, during performance of the gas waste surveillance, a gas waste release was inici-ated later that same day.

Although the recorder again appeared to be indicating correctly early in the morning on January 12, operations personnel later observed that further problems were being experienced with the recorder. At approximately 1037 hours0.012 days <br />0.288 hours <br />0.00171 weeks <br />3.945785e-4 months <br /> en January 12, the gas waste release was completed.

During the period in question, the monitors required by LCO 4.8.1 and RR-93254 were operable. However, the gas waste release was completed with no operable recorder. This recorder being inoperable did not negate the ability of automatic systems to terminate the release had high activity been detected. Review of the gas waste release authorization forms indi-cated that the activity released was well within the limits of 100FR20, Appendix 3.

Investigation of the down scale readings on the recorder in question revealed that the problems were a result of bad bull drive gear and clutch assembly.

CORRECTIVE ACTION:

The bull drive gear and clutch assembly were replaced and the recorder re turned to operation.

No further corrective action is anticipated or required.
