I thank you for your letter of December 12,197f expressing interest and support for the Atmospheric Release Advisory Capability (ARAC).

Computer assisted emergency response management has been a long time coming outside of military applications, and we hope the pilot project will help resolve some of the technical and institutional problems which might stand in the way.

As you know, we have expanded the original concept of a test installation at Rancho Seco.

It is now a more elaborate pilot project involving three State emergency centers, three reactor sites in those States and the NRC Incicent Response Center. This project is designed to lay the foundation for a national system wnich could ultimately serve all the States and a wide variety of incident managenent problems both nuclear and non-nuclear.

During the pilot installation anc ?rarating period, we will have an opportunity to examine telecommunics. ion networks, the use of alternative transport and inventory models and autptation of these models to newly emerging computer technology.

Also, the first installation will provide training sites wnere all interested States can iefine their individual approach to the ultimate use of a system which combines local and national capability in a cost effective manner.

We will keep you informed of the progress of the pilot project. We have begun arrangements for the first phase which will yield operational capability at the NRC Center and in New York State / Indian Point by the summer of 1980. The Illinois and California installations will follow shortly. As soon as we have a firm understanding among the parties, we will brief the appropriate State and local officials on the system and its potential application to emergency response planning.
