SUMMARY

OF KEY EVENTS WEEK ENDING JANUARY 25, 1980 Browns Ferry Unit 1 On January 22, 1980, while Unit 1 was in cold shutdown for refueling, a small fire was noticed in a cable tray beneath the turbine building operating floor. The fire was caused by paper trash that had dropped through a hole in the floor onto the cable tray and ignited. The fire was quickly extinguished and there was no release of radioactivity. I&E and TVA are investigating the cause of the incident. Casework On January 22, 1980 Ohio Edison and Toledo Edison issued press releases announcing cancellation of Erie and Davis Besse 2 & 3, respectively. On January 18, 1980 PANSY withdrew their application to New York State on Greene County. 40 CFR 190 On January 13, 1977 EPA issued regulations setting forth environmental radiation protection standards for the uranium fuel cycle. On January 22, 1980 orders were signed for eight of the nine fuel cycle facilities subject to 40 CFR 190 to amend their licenses and add specific conditions to assure compliance with the new regulation. The order for the remaining licensee will be completed upon receipt of confirmatory information from BNWL on the experimentally-determined solubility of airborne radioactivity from the Allied plant. Kerr-McGee West Chicaao The staff has under review a decommissioning plan for the Kerr-McGee West Chicago site. The preferred option in the plan calls for the burial on-site of all ore residues, contaminated equipment and contaminated building rubble. The plan is weak in the analysis of potential alternatives to on-site burial and a serious search for alternative sites may delay the draft environmental imoact statement now being prepared. Transportation The City of Spokane, Washington wants to have a seminar on the emergency planning for transoortr*'on accidents involving radioactive material and was assured that NRC w. id participate in such a seminar. Concressional Corresoordence The 1979 Congressional Correspondence package is complete and gives the Offices the capability to retrieve and reference correspondence for use in answering questions associated with last year's and this year's authorization process.

OFFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING JANUARY 25,1980 1. Particioation in Union Conference: Several SD staff members were invited speakers at a 2-Cay conference on nulcear worker safety arranged by the Utility Werkers Union of America and held at the Hotel Washington January 17 and 18. Topics discussed by NRC staff included: radiation protection training; explanation of risk from radiation; reporting and recording internal exposure; licensee efforts to implement ALARA; psychological screening of NPP employees. In general the worker representatives were critical of licensee efforts to follow NRC regulations and guidance on these matters. In their opinion radiation protection training is ineffective, especially for transient workers, and few utilities attempt to put radiation risk in a useful perspective. The workers felt internal and external exposure should be measured in the same units and summed within the 3 rems per quarter limit. Few of the workers were aware of any effective licensee procedures or activities relating to ALARA and strongly suggested that worker representatives be included in ALARA planning. In particular the workers felt that psychological testing for security purposes was not effective and could seriously affect a worker's employability. They felt the NRC position was not clear, possibly leading to non-uniform application of security measures in the industry. Additional details have been provided in SECY-80-43. [A. K. Roecklein, 443-5970] 2. On January 24, 1980, Robert B. Minogue and several SD staff members met with Mr. Joel Ferrell, Corporate Vice President, Sverdrup/AR0, Inc., and Mr. Percy B. Carter, Vice President and Chief Engineer, Sverdrup/ARO, Inc. to discuss qualification of ecuipment. They presented a description of the Sverdrup organization and capabilities in terms of technical expertise, facilities, and types of contracts handled by ARO. It was evident that the company possesses a wealth of experience and background in ecuipment testing for aerospace and aircraft applications that might be applicable to NRC interests. Following an opening discussion of our interests anc the relationship to their expertise, Mr. Minogue indicat d we would digest the discussion and get back to them. D D Dh 1949 243 ENCLOSURE C 3. Uranium Bioassay Meetine. San Antonio, Texas, January 22 and 23,1980: Nancy Dennis, SD,ano John Kendig, SP, met in San Antonio, Texas, with the State Radiation Control Program Directors for all uranium-milling Agreement States, and their licensees, and representatives of bioassay laboratories to discuss current staff position, interpretation, and implementation of Draft Regulatory Guide 8.22, " Bioassay at Uranium Mills". There were about 90 attendees. The agenda included the following discussions: HRC recuirements for bioassay at mills; the status of other regulatory guides which will address uranium mills; current related research; and the responsibilities and function of SD & SP. There was an information exchange between attendees concerning the problems being experienced with urinalysis programs including analytical interferences, logistical and temporal restraints regarding sample collection, submittal and turn around times. The meeting concluded with a panel discussion by representatives of each Agreement State discussing their current bicassay procrats and plans for incorporation of Regulatory Guide 8.22 'n their respective programs. [ Nancy Dennis, 443-5970] 4 Emeroencv Plannina Workshoos: As reported in the Weekly Events for last week, the first two regional workshops on the proposed emergency planning regulations were completed in New York on January 15 and in San Francisco on January 17. On January 22 and 24 the third and fourth workshops were held in Chicago and Atlanta, respectively. These workshops went very well and a mid-day report from the NRC staff indicated useful dialogue was taking place among the Federal, state and local governmental representatives participating. OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Endinc January 25, 1980 Disocsition of Plutonium Wastes Licensees for several inactive plutonium fabrication facilities have initiated or are planning decontamination and decommissioning activities (Kerr-McGEE, Westinghouse, BMI, Exxon Nuclear, General Electric, and NFS). The closure of the NECO commercial low-level waste burial ground at Richland, Washington for disposal of TRU wastes has eliminated the last available commercial site for disposal of wastes generated at these facilities. Tne licensees are aware that the HRC has requested DOE to implement plans for routine acceptance of commercial TRU wastes for retrievable storage pending repository availability for final disposal. Because of the immediate needs of the plutonium facility licensees if they are to proceed with their decontamin-ation activities, the licensees have arranged a meeting with DOE representatives to be held in Denver on January 29, 1980. The purpose of the meeting is to discuss the DOE actions in response to the NRC request and to provide DOE with estimates of the types and volumes of wastes that will be generated. Interests of tne licensees focus on possible DOE packaging requirements, DOE charges and the timing for implementation. At the request of DOE,. representation will be provided by NMSS at the meeting. 40 CFR 190 On January 13, 1977, the Environmental Protection Agency issued regulations setting forth environmental radiation protection standards for the uranium fuel cycle. These regulations for uranium fuel cycle plants (except for uranium mills) became ef fective on December 1,1979. In essence, the regulations require tnat radioactivity in planned effluent releases, radon and its daughters excepted, from fuel cycle plants be limited so that no member of the public will receive an annual dose equivalent of more than 25 millirems to the whole body, 75 millirems to the thyroid or 25 millirems to any other organ. On January 22, 1980, orders were signed for eight of the nine fuel cycle facilities subject to 40 CFR 190 to amend their licenses and add specific concitions to assure compliance with the new regulation. Calculations indicate that these licensees are currently operating in compliance with 40 CFR 190. The order for the remaining licensee, Allied Chemical, Metropolis, Illinois, will be completed upon receipt of confirmatory information from BNWL on the experimentally-determined solubility of airborne radioactivity from the Allied plant. This informaticn is required to support the staff analysis of the offsite impact of the Allied operation. BNWL will submit the information by January 25, 1980, anc we expect to issue the order by January 31, 1980. 1949 245 ENCLOSURE D

Items of Interest 2 ' err-McGee West Chicaco The staff has under review a decommissioning plan for the Kerr-McGee West Chicago site which was formerly used for the production of thorium and rare earth compounds. The preferred option in the Kerr-McGee plan calls for the burial on-site of all ore residues, contaminated equipment and con'.aminated building rubble. The plan submitted by Kerr-McGee is weak in the analysis of potential alternatives to on-site burial. This weakness was pointed out to Kerr-McGee through formal comments by the staff and by interested federal, state and local officials. Kerr-McGee has been repeatedly informed that serious consideration of alternatives is required. By letter dated January la,1980, Kerr-McGee made the following proposal: 1. The City of West Chicago, Kerr-McGee and all interested state and federal agencies should join in a cooperative effort to determine whether a reasonable and sound alternative site exists in Illinois for the waste materials now located at West Chicago. This search should be carried on expeditiously and thoroughly, with the goal of finding the most acceptable site for the West Chicago waste materials, given the situation as it exists today. If a specific location for disposal of these waste materials is found through this effort, which meets the criteria of all interested parties and is reasonable in terms of cost, Kerr-McGee will consider amendment of its plan now before the NRC to incor-porate this conclusion. In the meantime, Kerr-McGee will continue cooperating with the NRC in processing its plan. The staff will join in the cooperative effort to evaluate alternative sites to the extent of supplying information on site acceptance criteria. A serious search for alternative si*es may delay the draft environmental impact statement we are now preparing on.ae Kerr-McGee plan and which is scheduled for publication May,1980. NFS Erwin Due to the shutdown of the NFS Erwin facility, a stop work order was issued on November 27, 1979, for the process monitoring study being performed by NUSAC, Inc. This order was rescinded on January 21, 1980. The NUSAC study group plans to visit NFS on February 6, 7 and 8. Items of Interest 3 Material Certification and Procedures Branch fi?'.55, SD, and MpA met with representatives of Centaur Associates, Inc., to discuss the final report entitled, " Economic Study of Industrial and Ccnsumer Areas of Radionuclide Industry." An interesting highlight of the report described the fact that the nuclear power industry employed 140,000 person years in 1975. For that same period, the radionuclide industry employed 150,000 person years, of whicn 109,000 were involved with applications of medical nuclides. Materiti Licensing Branch The NRC Advisory Cc mittee cn the Medical Uses of Isotopes ( ACMUI) held a public meeting on January 18, 1950. The primary tcpics of discussion were:(1) the traininc and experience criteria used by staff for licensing physicians to use byproduct material for various diagnostic and therapeutic precedures, (2) the criteria used by the staff for licensing physicians who Wish to limit their use of byproduct material diacnostic studies involving the heart, and (3) regulation of naturally occurring and accelerator-produced radioactive material (NARM). The first two topics have generated consider-able controversy within the nuclear medicine ccmunity over the adequacy of the NRC criteria. Representatives of severai professional organizations requested that the ACMUI postpone recomencing any radical changes in the current criteria. They stated that the Federated Council of Nuclear Medicine Organizations, the American Heart Association and other croups had formed comittees of persons representine various interests and that these committees hoped to make a recommendation to the ACMUI reguedine training and experience criteria. The staff plans to hold another ACMUI meeting in approximately six (6) months to consider the recomendations of these committees. The ACMUI recommended that we continue licensing physicians using our current training anc experience criteria (with two minor changes) in the interim. Transportation Certification Branch Mayor Ron Bair of the City of Spokane, Washincton, and Mr. W. W. Brandt, Ac-inistrative Assistant to Congressman Foley of the State of Washington, met with Fuel Cycle Division representatives to discuss the transportation of racioactive material. The City of Spokane wants to have a seminar in Spokane on the emergency planning for transportation accidents involving radioactive material and was seekinc NRC participation in the seminar. OFFICE OF NUCLEAR REGULATORY RESEARCH Week Endino January 25, 1980 ffFER At the request of Region III of the Office of Inspection and Enforcement, the Radiological and Environmental Research Division of Argonne National Laboratory is performing whole-body counting and thoron breath measurements on two individuals who were working in a building where thorium had been used. The Argonne group is conducting a RES-sponsored follow-up study of fcmer workers of the company which had previously used the building. Procram Develerment On January 18, 1980, Tom Elsasser, Region I SLO, along with the Beaver Valley Power Station Reactor Resident Inspector, cenducted a public meeting with the Citizens for Safe Energy at the Beaver County Court House, Beaver, Pennsylvania regarding the Resident Reactor Program. On January 22, 1980, Mr. Elsasser,along with the Millstone Resident Inspectcr, appeared before the Connecticut General Asserbly's Energy and Public Utilities Committee to testify on matters relating to TMI Lessons Learned and recent events at the Connecticut nuclear power plants.
