Dear Mr. Knudson:
As stated in Mr. John P. Thereault's letter, dated December 20, 1979, your letter of November 14, 1979 to President Carter, has been referred to this office for reply. In your letter you urged that the licensing of Salem Nuclear 'lenerating Station, Unit 2 be expedited.
I would like to briefly review for you cur activities since the accident at Three "ile Island, Unit No. 2 (TMI-2) and their rel3tionship to the Salen "uclear 'lenerating Station, Unit 2.
At the ti: e of the TMI-2 accident, a nur.ber of issues remained to be resolved in cocpleting our review of the SaTen 'luclear Generating Station, Unit 2 application. As a censequence of the TI-2 accident, the effort of the staff was concentrated on evaluating the accident and assessing the remedial ceasures to be required as our evaluation progressed -- both famediate, near-tern and long-tert -- at first, en operating reactors, and later, on applications under review. Mcwever, the review of the Salem, Unit 2 application was not halted during this time.
We have continued to work with the Public Service Electric and Gas Company within the limitations of our available resources to resolve the issues cutstanding at the time of the accident at TMI-2. This effort has prcceeded and mosc of these "non-TMI" related issues have now been resolved.
Since the TMI-2 accident, the NRC staff has been cenducting an intensive review of the design and operaticnal aspects of nuclear scuer plants and the er ergency procedures for coping wi'.h potential accidents. The purpose of these ef#crts was to identify measures that shculd be taken in the short-tern to reduce the likelihood of such accidents and to improve the emergency preparedness in responding to such events.
On September 27, 1979, letters were sent to all pending operating license applicants, including the Public Service Electric and Gas Company setting forth further requirerents established to date as a result of these efforts.
'Je indicated that additional requirements would likely be develcped. In a letter dated Octcber 12, 1979, the Public Service Electric and Gas Cecpany responded to our request of Septecber 27, 1979. A special task force established to review responses by operating license applicants cc:menced a review of the submittal shortly thereafter, and a letter was issued McVember 9,1979, requesting additional infortnation and clarifying certain positions related to our requirenents to expedite both the Public Service and Gas Ccepany's response and our subsequent reviews. By letter dated Noverber 26, 1979, the Public Service Electric and Gas Company responded to 1}

Mr. Harry Knudson, Jr. In addition to the above requirements, Commission review of the results of other investigations, including the Presidential Comission and the NRC's Special Inquiry Group, can be expected to lead to additional requirements for use in licensing reviews of new plants. We are in the final stages of development of an Action Plan for Comission review and approval implementing recomendations of the President's Comission and other studies resulting from the TMI-2 accident. This Action Plan will include new or improved safety objectives, the detailed criteria for their implementation and the various implementation deadlines. We intend to submit a final draft of the Action Plan on February 15, 1980 to the Comission for review and approval.
As indicated in the Policy Statement on the D I-2 accident issued by the Ccmission en October 4,1979, no nw licenses for nuclear power reactors will be authorized by Atomic Safety and Licensing Boards or issued by the NP.C staff, except after further order of the Comission itself.
In addition, until the Comission has completed the reviews necessary to ensure that cperating reactors are adequately responding to the lessons learned from the TMI-2 accident, only limited resources will be available for reviews asscciated with issuing new operating licenses.
