Dear Commissioner Brin:
In your letter of December 28, 1979, you asked the Nuclear Regulatory Commission (flRC) to inform you of any Federal Activities which could directly affect your coastal zone.
The flRC was established under the Energy Reorganization Act of 1974 and began operations as an independent regulatory agency on January 19, 1975.
It is by law responsible for licensing the construction and operation of nuclear production and utilization facilities and for the general regula-tion of nuclear materials. We do not own or manage any land, nor do we select facility sites; we approve or disapprove the selections made by others, usually public utilities.
Thus, NRC has no Federal Activities within the meaning of the Coastal Zone Act.
