Dear Mr. Dietz:

l This is in reply to your letter dated December 14, 1979.

Your letter sutnitted for our approval the "BWR/6 Integrated Operator Training Program. " This program is designed for the inexperienced BWR Reactor Operator or Senior Reactor Operator involved in the establishment of

":old license" eligibility.

Based on our review of your submittal, w~ bave detemined that the program is acceptable for use as an NRC appioved training program.

However, additional changes may be recuired at a later date because of the reviews of the operator training prograns that are being conducted at the present time by the NRC.

Please note that the above detemination is tentative pending our evaluation of your instructors and the capability of the simulator to accurately reproduce the normal, abnomal and emergency operating characteristics of the Black Fox Nuclear Plant.

We will make arrange-ments with your staff to conduct this evaluation.

Further,. the policies stated above may be reconsidered based on the~

demonstrated performance of the initial groups of trainees.
