Dear Sir:

Attached is our response to a Notice of Violation that resulted from an inspection of the Trojan Nuc1 car Plant conducted by members of the Region V staff on October 25-26 and November 5-7, 1979.

During this inspection, it was determined that one item at the Plant was not conducted in full compliance with the h3C require-ments.

Our response details the action taken to correct the infraction and corrective steps to prevent reoccurrence.

RESPONSE TO NOTICE OF VIOLATION FINDING Paragraph 20.103(a)(3) requires the licensee to use suitable measurements of concentrations of radioactive materials in air for detecting and evalu-ating airborne radioactivity in restricted areas when determining com-pliance with the requirements of Section 20.103, " Exposure of Individuals to Concentrations of Radioactive Materials in Air in Restricted Areas".

Contrary to this requirement, air samples were not taken when a contractor employee performed work inside a steam generator on October 25,1979 or when a contractor employee (s) earlier had entered steam generators for the purpose of setting up the eddy current equipment.

CORRECTIVE ACTION Steam generator work was stopped on October 26, 1979 and was not allowed to commence until the radiation work permit had been rewritten with specific instructions requiring air samples inside of steam generators during work.

Air samples were taken during all subsequent work activl-ties in the steam generator.

Prior to future work inside of steam gener-ators, a radiation protection procedure will be written to ensure appro-priate controls, including air sampling, are established prior to and during the work.

This procedure will be completed by April 1, 1980.
