Gentlemen:
haddam Neck Plant Control Rod Position Indication In Reference (1), Connecticut Yankee Atomic Power Company (CYAPCO) was requested to supply information on the Control Rod Positior Indication System and rod mis-alignment.
In addition, it was requested that CYADC0 review the present Technical Specifications to ensure that control rods are required to be main-tained within saf ety analysis assumptions.
As reported in Reference (2), a number of plant-unique features at the Haddam Neck Plant and the fact that current Technical Specifications do not address limits for control rod misalignment made further investigation prudent and necessary.
Sensitivity calculations were performed by the fuel vendor for the Haddam Neck Plant which considered single control rod misalignaents over a range of
+ 40 steps (15 inches) from the bank average position.
Results indicate that suf ficient margin to the design thermal limits exists for both steady-state and accident conoitions.
Based on these analyses, CYAPCO proposes utilizing this conservative limit of i 40 steps allowable single rod misalignment, which includes both the measured instrument uncertainty of the analog indicating system plus a reasonable operating band. Misalignments in excess of 16 steps continue to be alarmed as stated in Reference (2).
Accordingly, CYAPCO intends to submit a request for a license amendment, revising the Haddam Neck Plant Technical Specifications to incorporate the limits proposed above, in similar language as described in the Westinghouse 1934 226 8002080 65/
a Standard Technical Specifications regarding control rod misalignment.
Calculational justification will be submitted at that time.
It is currently expected that the request for license amendment will be submitted on or about March 20, 1980.
