Dear Mr. Denton:
Southern Company Services, Inc. (SCSI) acting with Alabama Power Company and Georgia Power Company is committed to the development of light water reactor safety analysis capabilities (see attachments 1 and 2). An important safety analysis code, RETRAN, developed by the Electric Power Research Institute (EPRI) and capable of performing certain transient and accident analyses, has been obtained and will be used to model our systems' nuclear plants.
SCSI intends to use RETRAN to evaluate the effects of various fuel design alternatives on the applicable transient analyses, perform independent checks of vendor calculations used to support reload licensing submittals, and perform plant unique analyses leading to a better understanding of reactor transients and an improvement in system design and operation.
SCSI has joined other utility users of RETRAN in the formation of the Utility Group for Regulatory Applications. A generic request for a timely review of RETRAN and issuance of a Safety Evaluation Report was transmitted to you by letter dated October 22, 1979 from Stanley Ragone, VEPC0 President.
Please note that our portion of the review fee is to be split and billed to the Georgia Power Company and Alabama Power Company contacts named in attachments 1 and 2.
