79-08 and 50-2.31/79-09, further review of the subject non-compliance items has been conducted.

RESPONSES TO INFRACTIONS A.

NRC COMMENT:

As required by 10 CFR 50, Appendix B, Criterion XFII, "... records shall be maintained to furnish evidence of activities affecting quality...."

The accepted Quality Assurance Program (FSAR Chapter 17.2), Section 17.2.17 states "These records include plant history; operating logs; principle in part, maintenance and modification activities..."

Contrary to the above, records documenting materials, parts and components used on safety-related co=ponents could not be located in that three of ten maintenance reports completed during 1978 selected at random of three safety-related systems did not provide nor lead to the required traceability of materials used.

ORIGINAL RESPONS2:

The item as stated is correct.

Corrective steps which have been taken and results achieved:

1.

Instructions have been issued to all maintenance and stores personnel that prior to issuance of material from the station storeroom or warehouse, the Maintenance Request No. must be recorded against the This material identification number on stores issue form #97483030.

will insure proper material history associated with safety related systems and component maintenance.

Full compliance has been achieved.

C.

RESPONSE MODIFICATION Although the action taken in May 1979 was considered adequate at that time to the material traceability problem, subsequent examination of the process correct has shown this not to be the case.

Corrective steps which have been taken and results achieved:

1.

A new system of controlling category I material from its receipt to its installation has been formulated. The program requires that Category I items be tagged during receipt inspection. The tag will remain on the item until its installation, at which time the tag will be removed and affixed to the controlling Maintenance Report.

Corrective steps which will be taken to avoid further non-compliance:

The program as outlined above will be instituted and evaluated to determine if it will provide the required traceability of materials used in Safety Related systems.

3.

The date when full coup 11ance will be achieved:
