Desicn 3.1 Desien of new eackacina Design is carried through, or vetted, by TRC's Engineering Department, under the supervision of the Transport Container Cfficer.
Designs are in accordance with the Regulations for the Safe Transport of Radioactive Materials (1973) of the International Atomic Energy Agency (IAEA), and follow relevant Codes of Prsctice and Standards issued by the United Kingdom Atomic Energy Authority (UKAEA).
4 3.2 Identification numbers A four digit Design Number allocated by the UK Competent Authority is assigned to each new packaging.
The Design number refers to the outer member of the package.
Each complete design (inner components as well as outer) is uniquely identified by the Design Number of the outer container followed by one or more suff.'x letters.
Each reusable container is al:o allocated a Serial Nurber relating to the Design Number of the container.
The Serial Nurber is written together with the Design Number, the Serial Nurber following the Design Number after an oblique stroke, thus: Design Nurber/ Serial Nurber.
Thir is clearly shown en a permanent label attached to the outside surface of the container..
The principal use of this identification is in shipping documentation.
Each reusable container requiring scheduled maintenance is also issued, by the Transport Centainer Officer, with an Inventory Nurter which is marked in a permanent and conspicuous way on the outside of the container.
The principal purpose of this number is to facilitate the regular application of scheduled maintenace to the container.
3.3 Sealine of desiens The approval of a package design refers to a specific issue of the drawings.
Unauthorised modifications to the design a.e prevented by sealing the drawings.
When a design has been finalised the latest issue of each drawing, as referred to in the certificatien, is sealed by affixing one of the labels shown below to the original drawings.

4.

issues a "TRC Certificate", which soecifies the packaging and certifies that it meets the IAEA (1973) Regulations.
An appl,1 cation for approval by the Radiological Safety Controller is to be made on a " Design of new packaging - Stage 2" form (Scage 1 is a request for new packaging to be designed).
The following are to be submitted along with the Stage 2 form:

4.2 Tvoe B cackacinc Type B packaging needs approval by the UK Competent Authority.
The application for approval is prepared by the Transport Container Officer, in the format specified by the CA.
When approval certification has been received from the CA the Transport Container Officer will prepare a draft TRC Certificate and pass it to the n idiological Safety Controller for signature.
The package is thereby approved for use.
4.3 Soecial Arrancement transcert oceratiens When a movement is required by Special Arrangement, le when the packaging has not been fully approved, an " Application for Unusual Transport Operation" form is completed by whcever requires to make the movement, and is submitted to the Radiological Safety Controller.
The latter passes it to the Transport Centainer Officer who prepares an application to the UK Cc=petent Authority, in the format required by the latter.
4.4 Soecial Form Materials

The Source Capsule Officer will prepare an applicatien to the CA, in the format required by the latter, accompanying it by the required test data.
When certification has been received from the CA the Source Capsule Officer will prepare a TRC Certificate, and pass this to the RSC for signature.
The Source Capsule Officer retains master copies of both certificates.

to obtain approval from the CA.
Relevant test data is sent directly to the Radiological Safety Centroller together with a draft TRC certificate.
Signature of the latter by the Radiological Safety Centroller ccnstitutes approval of the SFM.
4.5 Filinc of master certificates Master certificates for transport packaging are filed by the Transport Centainer Officer.
Master cartiJicates for SFM are filed by the Source Capsule Officer.
In each case the relevant officer is respcnsible for ensuring that certificates nearing their expiry date are reviewed and submitted for reapproval.
4.c Cecies of certificates Photecopies of TRC Certificates or certification issued by the UK Ccmpetent Authority may be sent :: persons outside the Company, as required.
5.
Manufacture 5.1 Manufacturinc seecifications Packaging is manufactured to the specifications and drawings called up by the current approval certificar.icn.

5.2 Quality control of packacinc ccmconents All components of packaging which are significant for safety shall be held in a quarantine store until inspected under the direction of the Quality Controller.
Inspection shall be carried out to the manufacturing drawings and any relevant specifications, and the inspection results recorded on the " Inspection Report" foc.a.
The Quality Controller may find it necessary to send an inspector to an outside location at which a packaging component is being manufactured, to ensure that manufacturing specifications are being followed.
He may delegate this work to a member of Engineering Department.
5.3 First use of larce containers All reusable containers requiring scheduled maintenance are labelled "not to be used" until each container has satisfactorily passed all the check procedures detailed on the " Approval for use" form.
The inspection and test results are recorded on the " Approval for use" form, which is filed by Engineering Department.
The container must not be released for use until the checks are complete and the "Not to be used" label removed by the Transport Container Officer.

Maintenance of reusable eackacinc 6.1 Turn-around maintenance Turn-around maintenance checks and procedures are carried out en all reusable packaging before the first use and before each subsequent use, according to Quality Control Procedure QCP003 (attached as Appendix 1).
If any maintenance work is required this shall be requested on a
" Transport Container Maintenance" form, which is sent to Engineering Department.
After the work has been completed it is recorded on the form, which is filed by Engineering Department.
6.2 Scheduled maintenance All reusable transport containers requiring scheduled maintenance (with few exceptions, those containers weighing more than 100 kg) are given a thorough overhaul every 12 months in accordance with CCP002 (see Appendix 2; Every such package carries a "Faintenance due" label giving the date by which the next scheduled maintenance is to be completed.
The container may not be used after the date shown on this label.
Mainte, nance,, work is requested and recorded en a " Transport Centainer Maintenance" form, as for turn-around maintenance.
7.
Use of transcort cackacinc 7.1 Precarstion for desratch The Despatch Officer is responsible for ensuring that every package leaving TRC is assembled according to the approval certification, has been checked fer radiation and contardnation levels, and is properly labelled.

7.2 Returnable cackacinc If the packaging is to be returned to TRC with a radioactive load (for example a decayed radiation source) the Despatch Cfficer shall ensure that loading and asse:.bly instructions, labels for return, and spare security seals are. included in the package in such a way that they shall be readily found by,the consignee.
8.
Review of Guality Assurance Procedures The Transport Container Officer snall review annually:
Operation of the CA procedures Packaging design / serial number list Inventory number list List of TRC Certificates List of Competent Authority certificates The Radiological Safety Controller shall carry cuc an annual review of the work of the Transport Centainer Officer, Source Capsule Officer, and Despatch Officer, satisfying himself of the safety of the packaging used by TRC, and that the regulations relating to the transport of radioactive material are being properly applied.

for radioactive materials as prescribed in IAEA Regulations and constitutes a revalidation of this certificate in accordance with 2
89 49 CFR 173.393b and 173.394(c)(3) of the USA Regulations for the transport of radioactive materials.

Packaging Description - Packaging authorized by this certificate censists of an outer packaging conforming to design number 1940 and one or more inner containers as prescribed in U.K. Certificate GB/1940 A/B(U)
(Appendix A).
The overall package is approximately 27" in diameter by 37" in height and weighing approximately 990 pounds.

Expiration Date - This certificate, unless renewed, expires on February 28, 1982.
This certificate is issued in accordance with the requirements of the IAEA and USA Regulations and in response to the July 17, 1979, petition by the Amersham Corporation, Arlington Heights, Illinois, and in consideration of the associated information provided in United Kingdcm Certificate GB/1940 A/B(U) (Appendix A).
