Dear Mr. Smith and Members of the Board:

We respectfully request relief where practical from deadlines for response.

The volume of information which we received before and after the Christmas holidays could not be~ adequately addressed in the time available.

We understand the mechanism of application for extension of deadlines, however we were not aware of the time alloted for response to the licensee's proposed emergency plan.

We have a farm, new business and family which required addi-tional attention at this time of the year, ho vever we are anxious to continue to have the opportunity to reflect our perspective and experience in the hearing.

We are not experienced at " intervening" and do not have legal assistance; errors and omissions on our part can therefore result and are in no way a lack of respect on our part for the authority of the Board or the importance of an expeditious hearing.

If it is appropriate, we would appreciate an opportunit3 to discuss these problems with'you personally.

Since the deadline for "First Set of NRC Staff Interrogatories to Intervenors" is January 15 for those served by muil, and since we are notrable to avai.1 the reproduction and mailing services-offered by licensee, we are respectfully submitting comments in support of a rejected contention in view of recent evidence as well as an amendment to Contention 4.

This is done in no way.to usurp authority from the Board in not waiting for permission or denial, and we recognize the right of the Board to deny.

We are proceeding in the spirit of reducing further delay, if the Board should find our pleadings acceptable, and attempting to eliminate additional maili.ngs, both for your sakes and ours, realizing the very large task of discovery we now have before the hearing.

5 May I also mention that the very severe " cold" that kept me from the first two sessions of the prehearing conference in Nove.aber.

Apparently, from checking with staff at NRC, the response date of Plan)y dayscfrom November 19 (regarding licensee's proposed Emergency thirt was set on liovember 14, page 8 of transcript.

In checking my notes from the third session, I can find no mention of this date or in subsequent correspondence.
