Revised Vermont Yankee Emergency Plan Enclosed with this letter is a revised emergency plan description for Vermont Yankee. This revision and submittal were requested in Reference (b).

This emergency plan represents a major revision to previously existing emergency arrangements and reflects extensive ef forts to adJress the licensee emergency plan improvements desi red by the Commi ss ion.

This has taken the form of an upgraded Vermont Yankee emergency plan written in the format and addressing the applicable content requirements of Regulatory Guide 1.101, Revision 1.

Within this format we have also addressed the licensee portions of the Emergency Planning Acceptance Criteria - Revision One.

The efforts to further re f i ne this emergency plan and to properly interface it with plant emergency implementing and operating procedures anJ with New Hampshire, Massachusetts, and Vermont state radiological emergency nians is currently underway.

These interfaces a re critical for an effective overall emergency planning arrangement for both inside and outside the plant.

For this reason, the enclosed emergency plan represents a draft revision at this point in time.

It will remain under review and will be held in draft status until the necessary interfaces with the procedures and state plans have been identified and completed and until the views of the NRC review team have been identified to us.
