Dear Mr. Denton:

ANTICIPATED TRANSIENTS WITHOUT SCRAM EARLY VERIFICATION GENERIC ANALYSIS HOPE CREEK GENERATING STATION NRC DOCKET NO. 50-354 AND 50-355 Your October 17, 1979 ATWS letter indicated concern over the industry response to your request for early verification generic analysis to confirm that the modifications , proposed by the staff, provide an acceptable level of protection for all plants.

We continue to feel that the Alternate 2 Fix (as defined in NUREG 0460, Volume 3) is adequate. Nevertheless, we have participated in GE's efforts to fulfill your request for this analysis . As a result of response to the TMI accident, the efforts of the entire industry and the demands placed on your staff have resulted in a substantial reduction in the manpower available to deal with the ATWS issue. Since the issuance of Volume 3 of NUREG 0460, further diolog has either led to reinterpretation or enlargement of the origi-nal scope. As late as our September 27, 1979 meeting in Denver between GE and the NRC staff, further clarification was needed of the information requested by your staff. Dur-ing the past two years, a tremendous effort by all parties has resulted in large volumes of analysis.

We have been in contact with Mr. Ashok Thadani, of your staff, and worked closely with GE on their submittals. The owners have met with GE prior to their December submittal and feel that the information and analysis presented is com-plete and verified. We hope that the generic analysis by GE, which is fully endorsed by us, satisfies the staff's concerns.
