IMPLEMENTATION OF THE MARK I CONTAINMENT LONC TERM PROGRAM The attached Commission Information Report announces the issuance of the Acceptance Criteria for the Mark I Long Term Program and describes our plans to implement this program. There are two aspects of this action that I would like to call to your attention.
First, although we have targeted the completion of the program for December 1980, the proposed modification schedules submitted by the Mark I licensees indicate that only a fev> plants will be able to install all of the needed plant modifications in that time frame. Most of the plants will have completed the more significant modifications by December 1980, but ifmitations in manpower, material availability, and repair procedures prohibit the completion of all of the necessary modifications without significantly impacting the existing outage schedules. We intend to ensure that every effort is being made to complete chis program as quickly as possible.
Second, the Mark I Owners Group have identified a number of our Acceptance Criteria with which they wish to take exception.
We expect that the BWR Owners Group as a whole, or several of the individual licensees may attempt to take exception to specific criteria.
Such actions may delay the completion of the program. The major areas of disagreement were discussed before the ACRS Fluid Dynamic Subcommittee on September 14, 1979.
We believe that our positions are adequately supported and will provide a thorough resolution of this issue.
