Dear Mr. Chaiman:
Enclosed for the information of the Subcomittee on Environment, Energy and Natural Resources is the "NRC Acceptance Criteria for the Mark I Containment Long Term Program." The issuance of these criteria represents a key milestone toward the resolution of the NRC's Generic Technical Activity A-7, which had been declared an " unresolved safety issue" pursuant to Section 210 of the Energy Reorganization Act of 1974.
These criteria describe the generic methodology acceptable to the staff that will be used to perform plant-unique analyses for each of the BWR/ Mark I f acilities.
These criteria have been transmitted to each of the affected licensees to expedite the implementation of this program.
Also enclosed for your information is a Federal Reaister Notice regarding this action which we plan to issue.
The NRC's Safety Evaluation Report describing the detailed bases for the acceptance criteria is scheduled to be issued in December 1979. Copies of that report will also be provided to your Subcommittee when they become available.
