001 3 0 1979 MEMORANDUM FOR:
S. S. Pawlicki, Chief, Materials Engineerine Branch Division of Systems Safety FROM:
J. Strosnider, A-3 and A-5 Task Manager F. Almeter, A-4 Task Manager SUBJECTi MAIN STEAM CONDENSER INTEGRITY
Reference:
Memorandum from S. S. Pawlicki to J. Strosnider and F. Almeter dated October 3, 1979 Your October 3, 1979 memo (ref. 1) recommended that condenser integrity b, one of the subjects addressed in Task Action Plans (TAPS) A-3, A-4, and A-5 regarding Westinghouse, Combustion Engineering, and Babcock and Wilcox steam generator tube integrity, respectively. This subject has always been included in the scope of the TAPS. Revision 1 of TAPS A-3 and A-4 specifically included the subject of main condenser integrity in Section 2E and 4D. Section 4E of the draft Revision 2 of the TAPS, which defines the Mechanical and Materials Engineering Branches' areas of responsibility, states:
E.
Mechanical Engineering and Materials Engineering Branches, Division of Systems Safety have responsibility for the review of mechanical and material tube integrity and lead responsibility for the review of new design, material, and operating methods.
The activities involved will include the review and evaluation of applicant's and vendors proposed improvements on the design and/or operation of the steam generators for items such as secondary coolant chemistry, design modifications to avoid tube corrosion and denting, condenser design to avoid inleakage, 151 requirements, recommendation for revision of Regulatory Guiaes and Sections 10.3.6 and 10.3.7 of the Standard Review Plan.

.25 Manyear FY 1980 Condenser design to avoid inleakage is specifically identified as an area for review and evaluation. Furthermore, with his input, a scope of work for the steam generator TAPS was defined for B. Turovlia when the Unresolved Safety Issues Group was established. This scope of work addressed not only main condenser integrity but also secondary water chemistry specifications, potential for ingress from demineralizers and potential for metal ion transfer 1700 046 3c01030

d S. S. Pawlicki,
from the main condenser and other secondary side equipment such as feedwater heaters.
We concur with you fully in the significance of main condenser integrity and furtherrenphasize the significance of overall secondary system materials selection and mechanical desian.
In response to your comints, we intend to further cnphasize this subject in Revision 2 of the stean generator TAPS; howcVer, we want to emphasize that this subject has always been included in the scope of the TAPS.
