MEMORANDUM FOR:
B. Turovlin, Materials Engineering Branch Division of Systems Safety FROM:
J. Strosnider, A-3 and A-5 Task Manager, Engineering Branch Division of Operating Reactors F. Almeter, A-4 Task Manager, Engineering Branch Division of Operating Reactors
SUBJECT:
SCOPE OF WORK FOR STEAM GENERATOR TASK ACTION PLANS The purpose of this memo is to define your scope of work and schedule necessary for timely completion of the Task Action Plans (TAPS) regard-ing steam generator tube integrity.
Tasks for which you are responsible involve the material aspects of steam generator tube integrity and asso-ciated steam generator. design and operation necessary to maintain integrity of steam generator materials. These are tasks C2 and C3 in Revision 2 of the TAPS and are defined as follows.
TASK C2 - MATERIAL INTEGRITY
" Corrosion and other materialc related tube degradation phenomena will be reviewed as they relate to tube plugging criteria.
Particular emphasis will be placed on the tube denting phenomenon and the evaluation of field experience and laboratory data to define plugging criteria for dented tubes."
TASK C3 - STEAM GENERATOR DESIGN AND OPERATION
" Steam generator and secondary system design and operating procedures will be evaluated as they relate to nechanical and material aspects of steam generator tube integrity.
Specific enphasis will be placed on identifying improved design ar,d operating procedures, to reduce the potential for denting and otaer corrosion related phenomena in Westinghouse and Combustion Engineering stean generators end fatigue cracking and erosion-corrosion in Babcock and Wilcox steam generators.
Specific areas of secondary syster operation, materials selection, and mechanical design to be addressed include secondary water chemistry, main condenser integrity, potential for contaminant ingress from demineralizers, and potential for metal ion transfer from the main condenser and other secondary systen equipment such as feedwater heaters."
The attached scope of work defines the tasks which must be performed to address the general areas described above and provides the schedule on Sct s o

which they must be completed to provide timely input to the TAPS. This scope of work is consistent with the scope we have established and dis-cussed in several meetings. Please contact us if you have any questions or if any clarifications are requirdd.

TASK C2 - Material Integrity 1.
Review the PNL Steam Geenerator Tube Integrity Program Phase I Report.
2.
Review available results of the BNL research program on the susceptibility of Inconnel to stress corrosion cracking.
Based on the review of the above provide written conclusions which can be used for establishing plugging criteria for thinned, cracked, or dented tubes.
Completion Date:
November 23, 1979 TASK C3 - Steam Generator Design and Operation 1.
Provide a written report suitable for inclusion as a section in the final NUREG addressing the following areas:
a.
MR position on secondary water chemistry technical
- pecifications and monitoring program, b.
Parameters to be controlled and desirable secondary water r.hemistry limits to inprove steam generator performance, c.
Reliability of main condensers, d.
Potential for ingress from demineralizers, e.
Potential for metal ion transfer from the main condenser and other secondary side equip-ment such as feedwater heaters.
Completion Date: November 23, 1979 2.
Provide a written report suitable for inclusion as a section in the NUREG addressing design criteria for new plants. The seccion should address such areas as:
a.
new materials for support plates, b.
new support plate designs, c.
blowdown system design, d.
accessibility for lancing, and e,
materials selection and mechanical design of secondary system components.
