MEMORANDUM FOR: Brian K. Grimes, Assistant Director for Engineering & Projects Division of Operating Reactors FROM:

R. G. LaGrange, A-3 Task Manager

SUBJECT:

MEETING

SUMMARY

- TA.SK ACTION PLANS A-3, A-4, AND A-5 A meeting was held in room P-il4 of the Phillips Building on May 18, 1979, to discuss the consequence analyses portion of TAP's A-3, A a, and A-5.

Attached is a list of participants.

A primary objective of the meeting was to finalize technical assistance requirements of the branches involved with this part of the TAP's.

Most of the meeting t.ime was occupied by discucsion between AB/ DSS, PSB, RSB, and EEB. Although this ws not the first meeting on this subject, the involvement of different individuals from the affected branches, along with the five plant shutdown and TMI-2 related work, is resulting in a loss of continuity and may delay completion of this part of the TAP's.

Elinor Adensam said that a draft of the workscope for PSB's technical assistance needs will be to Gus Lainas, PSB Chief, by the early part of the week of 5/21.

Carl Berlinger said that RSB's technical assistance workscope may already be written and that he would talk to K. Parczewski as soon as he returns from TMI-2.

George Knighton stated that he was not sure whether EEB would require technical assistance.

Fuat Odar, AB/ DSS, stated that manpower problems at BNL are causing a schedule slip on the MSLB/ tube failure analyses for the Westinghouse 3 looper, Surry.

The BNL personnel are tied up in TMI-2 related work.

Elinor indicated that, because it has a subatmospheric containment design, the Surry analyses is very important to PSB.

Fuat said he had a meeting with BNL the afternoon of 5/18, would discuss this with them, and get back to me within a week.

The draft report on the MSLB/ tube failure analyses for Prairie Island is available.

However, Fuat said the analyses must be rerun in order to get the results needed by the other branches.

He said it would talea couple of months.

There was a discussion on whether it is necessary to evaluate the conse-quences of a LOCA concurrent with steam generator tube failures.

Postula-tion of this event is currently being addressed by the three TAP's.

PAY 211973 B. K. Grimes significant reduction in effort could be realized if it is possible to bound the LOCA/ tube failure accident by protecting against the MSLB/ tube failure accident.

However, at this point in time there is not a strong enough technical argument to support the determination.
