SUBJECT:

MINUTES OF MEETING ON TASK ACTION PLAN A-1 (WATER HAMMER),

AUGUST 25, 1978 A meeting on water hamer was held between RES and NRR personnel to discuss the status of Task Action Plan A-1, to establish the scope and interactions between NRR and RES, and to determine areas where EG&G may assist RES in completing the task. A list of attendees is included as.

The meeting was held under the ground rules that NRR will continue to fund all required technical assistance for Task 4 and that RES will fund any required program support for the uncompleted portions of Tasks 1, 2 and 3.

During the course of this meeting, the following major items were discussed:

A.

STATUS OF T.A.P. A-1 1.

Task 1.1 Water Hammer Report:

This report has been drafted and is currently in the approval stage.

There-fore, Task 1.1 is assumed to be completed with no further action required from RES.

2.

Task 1.2 Final Summary Report:

A final summary report will be prepared which sumarizes the results of all tasks under T.A.P. A-1.

RES has prime responsiblity for the final report which requires input from various NRR branches handling Tasks 1.1, 3.1, 4.3 and 4.4.

3.

Task 2.0 Revision of CP and OL Review Procedures:

RES will be responsible for developing a draft revision of the Standard Format and Standard Review Plan (SRP) concerning water hammer for use in the CP and OL review process.

Task 3.1 Short-Term Position:

The Short-Term Position referred to in Task 3.1 has been completed and no further action with respect to this task is required by RES.

Task 3.2 Long-Term Position:

RES will be responsible for preparing recommendations for the Long-Te-m Position as stated in Task 3.2.

6.

Task 4.1 Review and Evaluation of Potential Water Hammer Problems:

Resolution of this task will be in the form of recommendations to NRR.

RES is responsible for the completion of Task 4.1.

7.

Task 4.2 Development of Current Information on Water Hammer :

RES will assume responsibility for Task 4.2.

However, assistance from NRR (Cognizant Engineer) will be required with regard to distribution of information to the responsible NRR branches.

8.

Task 4.3 Water Hammer in PWR Steam Generators:

This task will be handled entirely by the Auxiliary Systems Branch of DSS.

RES will have no further action with respect to Task 4.3.

9.

Task 4.4 Water Hammer Calculations:

The Lawrence Livermore Laboratory portion of Task 4.4 is complete and requires no RES involvement.

The rest of Task 4.4 is the responsibility of RES.

(RES has been informed that the Steam Bubble Collapse Water Hammer Program at INEL has been terminated and that resolution of the problem still exists).

B.

TECHNICAL ASSISTANCE PROGRAM STATUS:

1.

Although the Steam Bubble Collapse Program at INEL has been terminated, the required funding must be retained in the budget for future programs or resolution.

ECOPE AND SCHEDULE STATUS:

1.

A revised scope and schedule for Task A-1 will be prepared by RES and submitted for approval.

D.

REPORTING REOUIREMENTS:

1.

The Task A-1 reporting requirements including the method, format, frequency and type of reporting required, including distribution, will be per the White Book reporting system.

E.

INTERACTIONS:

1.

The Cognizant Engineer assigned to T.A.P. A-1 for NRR is C.C. Graves.

The Cognizant Engineer is designated as the DSS and D0R contact and internal NRR coordinator.

He will advise on the intended scope and content of the final products and arrange for comments on drafts or final task work products.

2.

The Task fianager assigned to T.A.P. A-1 for RES is C.W. Burger, who will act as the RES/RSR contact with regard to NRR and outside contractors for those tasks outlined in Section A of this memo.

The Task Manager will assume direct day-to-day technical management of T.A.P. A,1.
